Now, as long as you give them the first .5 hr. to draw up their plans (and this is really rushing it, but it CAN be done), and the next 2 hours for the building/assembly process, then--YES! If they work well together as a team they CAN do this in 2.5 hours. This is something that Donald Trump should have thought of for one of the team efforts on The Apprentice. GREAT IDEA!
